Dot and dab over lime plaster

Heya new guy here, nice you meet you all! Was wondering, can I dot and dab over lime plaster? Attaching some photos, bottom half is where I had old tiles removed, the old adhesive is very sturdy so was also thinking of dabbing onto that as well.
Annnnd if its a bad idea, what could you suggest without removing the old plaster?
It will be a kitchen if that makes a difference

Agreed. Top half of the wall looks dusty as fook, just for starters.

Why have you got to dot and dab?

To have a nice even and smooth wall in short time basically, it's quite old house and I was concerned about asbestos in this old plaster or that old tiles glue
