Left a day between coats and yes the walls were wiped with a damp cloth before painting. Then left to dry a day before painting started. I ran my hands over the walls to check nothing was left on them before I started too. I've gotta say it's really left me scratching my head as to what it can be as I know I did things right in the painting. I'm having a decorator come round today to look at it for me.

Don’t sand it, scrape it right off back to the plaster if you can, lightly sand the plaster wipe with a damp cloth then try again.
