How do I fix leak damage with radiant heat?

We have radiant heat in the plaster ceilings in the house. We had a roof leak, and the skim coat of rough plaster flaked off an area about 1.5 feet long and six inches wide, leaving this grey, concrete looking stuff underneath. It's not hard like concrete, but looks like it. It's dropping grit onto the kitchen counters, so I need to fix it.

What is this grey stuff? And why is it coming down? How do I fix this? Did the leak ruin the grey stuff so that I have to chip it out, and patch it with new? Or do I just have to cover it up to keep it from coming down?

Radiant heat. How to find pipes in the ceiling?

We have radiant heat, with copper pipes in the ceiling. The lighting in the kitchen his horrible, so I want to hang some track lights. I don't want to accidentally drill into a heating pipe, and if I use a punch, I don't want to push a hole, find a pipe, and have to move the track, leaving holes everywhere.

Is there a way to locate the pipes?

the grey stuff sounds like the inside of the plasterboard that has gotten wet, needs cutting out and replaced with fresh board after your leak has been fixed, check the age of the board incase it contains asbestos.
 
you need to get an experienced plasterer in for this work.an area of plasterboard must be replaced and skimmed with out any damage to the heating sheet above the plasterboard.
