How to prep this wall

Hi, could someone please tell me how I should prep this piece of wall prior to plaster? Running my hand over it, more dust and small pieces of wall come away. Should I put PVA on it or something else?

You'll need to do more than pva it.

You should ring @Chrispy I dont know what he'd do and neither does he but he's cheap.
