New Cracked plaster on top of old cracked plaster

We recently moved in to a old housing association house. We've notice after about a month of moving in. The bathroom walls started to come away and started cracking from the old plaster which was also extremely cracked underneath. We feel the bathroom hasn't been properly plastered or sealed or is it due to the damp environment. Can anybody confirm this from pictures attached? Just wanting to know if this was a bodged job or not because we're find alot of issues with this house at the moment. Many thanks...

I know but what could be the cause. I'm not a plasterer. Is some type of Builders adhesive needed between the old and new plaster?

Hi. Yes there is a fan fitted and we always keep the window in the bathroom open. I think the property was built in the 70s. There seems to be gaps between the old and new plaster if thats what you mean by blown. You can see a shadow between the two plasters
