Decorators used to hang lining paper at a 45 degree angle and those marks allowed then to make sure it was set out properly. Youll notice that the outside line will lead directly to a corner of the wall

It was weird they were indented, had a bit of a scrap but they were not for budging, skimmed over fine though.
