Plaster with shiny flecks through it

Hi all

I am doing up a room that had been all previously wallpapered, when all removed I noticed one of the walls are made of this material and not sure what it is or how best to proceed with it. the wall is grey and has a lot of shiny speckles throughout which I’ve attached a picture. Any help would be greatly appreciated.

- 2 walls are on interior and 2 are on exterior walls
- Insulation behind the wall
- Only 1 of the exterior walls have this, the other 3 walls are normal
- House was built about 80’s possibly early 90’s
- Seems like some sort of plaster (corner bead on the window is feathered in using the same stuff)
