Artex has very little suction I'd want to be speeding it up not slowing it down

If it's unpainted artex then everbuild or bond it stabilising solution first for larger ceilings. Pva afterwards
Once stabiliser has dried off then apply pva
Remember some suction is required.
If in doubt overboard or take down and re board

You don't want any suction from an Artex ceiling and it definitely isn't required. Artex is water soluble.
Good advice about the stabiliser though.
