Re floating

Just looked at a small job which has been done so wrong!!! Basically part of the wall got floated up with hardwall but it's not been skimmed. It's been re floated over with sand and cement!!!! That's all blown off but hardwall is solid. But it needs floating out more to become level with wall . So would you go over again with what backing coat?
 
Basically underneath the sand and cement there is a layer of hardwall which is bone dry. It needs floating again over old hardwall to make level . So would using hardwall again be ok? Abit of advice would be helpful
 
Chop the lot off and start again. If you need to build out a thickness consider dabbing boards
 
Give the existing hardwall a knock in a few places to check for delamination, then if solid seal the hardwall with PVA and recoat as necessary depending on the thickness you maybe need to build the hard wall up in coats (8mm) to a maximum of 25mm. If it's gonna have to go thicker to level wall up then do as someone suggested and hack off the existing hardball and start again.
