Render garden wall

Hi,

I’m looking for opinions on this “finished” wall (first image) by a local “professional”. One wall complete, image attached, rest of images are the scratch coatS. I am after a nice smooth finish ready for painting.

Few questions really:
1) is this as good as I can expect from a professional? See wrinkles on the finished wall. He said paint will cover it and I won’t see it. Am I right to expect a better finish or is he right?

2) Could I use different plaster to finish the job using the scratch coat he has put down?

He’s Coming back first thing tomorrow and it’s kept me up as I’m paying him good money.
