Should I be worried? Any help appreciated

I have just bought this place. I got a building and pest but this was not picked up. I've noticed this since moving in. Any ideas what's going on or if I should be worried? Any help would be so aporeciated. Thank you.

Thank you. I just wasn't sure whether to go to body corp or builder or if its nothing. My concern was if its caused by a leak or water or something. Im not a tradie. Thanks for your time. I appreciate it.

I had to google what that meant as I'm an Asutralian. No freeze thaw here thankfully
