Silicone render damp after rain

Hi all! We are in a new build timber frame which has (I think) a silicone render on the outside. We were getting a lot of water stains on the brick at each corner of one particular window sill, and the builder put silicone between the render and the sill because they believed rain was getting behind the render. Since then, the brick is fine, but the render at the front is now saturated after rain. Any idea what the problem is? Just concerned it will blow out the next time it freezes. The pointing arround the brick is poor, to say the least. Not sure if that’s part of it.

Looks like mono.
I'd clear seal it with paraguard or equivalent - then see.

Thanks so much for responding! How do you tell the difference between mono and silicone? How far around/up would you use the the paraguard? Do you think they need to fix the small gap on one side?
 
Cut a slot with a grinder so render doesn’t touch cill and silicone it then you will be happy
Thanks a million for replying, should the render not touch the sill? It is all around the house so wondering should I do it everywhere?

It’s a standard finish there shouldn’t be any problems
Silicon helps against water ingress and cracking anything else is up to god
