Skim Coat on top of old sand and cement render

Hello

I am not a pro and wounder if someone can please help me with the following question.

I have a house built around 1950 an X council house, it looks like the walls were rendered rather than plastered. The render is very sandy (light yellow) in colour and quite flacky. Basically ir rubbed or scrated with a screw driver will revery to same and come off. That said left a lone it stays on the wall.

I want to know I can apply some PVA (or other primer) then put a skim coat over it? or would it be better to take it back to bare brick then bonding plaster (or hardwall) then skim (multifinish)

take it back to the brick .give the wall a good clean down .apply pva or even better thistle bond .then bond it and skim it, ..hope this helps ,,
 
Thanks very much both for taking the time to reply.

As advised to be on the save site (after all I will be in the house for the next 20 years, so guess worth the extra to be sure) I will take it back to the brick etc..

sounds to me that your walls have been plastered in lime mortar. 2 coats of pva and skim.
