The reason for that is a very simple one ask British Gypsum lol ..
Its not essential but if you put the finnish coat on too heavy it'l crack like fook.But if you put in on too thin it'l crack like fook.So put it on just right and you 'l be just fine ahhhhhh.
 
1st coat is your base coat & levels the crap walls or ceilings out so top coat is just a top coat so doesn't need to be as thick.
But I did a kitchen/diner reskim the other day & another chap had rolled it in bond it, but the chases where proud etc so 1st coat was thick to cover the crap & 2nd coat fairly thick aswell to level it out.
Another job reskim with pva 2 coats same mix ;D
Another job on boards one coat on tapes then one coat over the lot.
Another job overboard ceilings two coat skim.

See every day is different & every job is different.
Basically it's whatever the job needs on the day.

Don't listen to it should be this or should be that, you'll know what it needs ;)
 
if you read the british gypsum white book the word 'essential' is never used at all, not once in all 1356 pages...

have to disagree see page 114, 198, 339, 447, 1198 and twice on 1278 :)
