Wet Dash Refresh ?

My wall has what appears to be a wet dash finish. Top layer is paint (white), second layer is probably paint (magnolia), third layer is some unknown coating. Much of the loose paint layers are easily scrapable as can be seen in the video. Under these paint layers the surface is stable if somewhat chalky. Without hacking back to brickwork, is there a way of restoring the wet dash finish ? Thanks Rob

The previous owner tried jet washing it on another of the elevations and this seems to have pulled off too much of the bottom layer (lime type finish) and it looks awful.
So not sure if sand-blasting would remove too much of the bottom layer.
Is there some thin coat that can be applied over this and then painted ?
