We do independent surveyor reports but if we do we don't under any circumstances complete the work.

Replace contaminated plasterboard.
Use Dentolite to kill any remaining spores on the old plasterboard.
As suggested above probs best to overboard and skim.
Once dried pain using Anticon paint.

I've not read through the comments on this but my first advice would be get the plaster off and skirting's. Let the wall breathe. then get dehumidifiers and heaters on the job.
You could potentially treat this now if it was needed to be flipped quickly but if time is no issue then don't rush...

If it was my "she'd" I would treat for rising damp ( on the basis that I assume it is an old building built from brick ) then apply tanking the the interior walls, then apply renderlite to the walls.
Not read through all this but it looks to me from the picture to be some kind of leak. If that is the top of the wall It isn't rising damp.
