Can someone tell me what these layers are? How to remedy?

This is one of those cheaply built metroland 1930s properties in North London. Wall is single skin.

Can someone identify what these four layers are?

I'm having damp issues around this area (unsurprisingly) and in a few other areas but the main issue is that the garden slopes towards the house and there is no french drain at present. So that needs to be remedied in the long run, but I'm busy finishing the interior renovation at the moment (should have done it the other way around I know)

Once the interior is done, I plan to think about the exterior before I start working on the garden.

Render is actually pretty solid elsewhere bar some hairline cracks and I don't want to disturb it or damage the bricks/pointing.

My question is, can I do the following:

1. patch repair (with what?)
2. sand the paint off.
3. skim coat with something (any suggestions what? would it be lime?)
4. Exterior insulate the cold north-facing front of the house face only with rockwool and skim that presumably with lime also? (the rest of the house will have extensions added so I don't want to spend money on insulation that will eventually be pulled down.
5. Repaint?

This is (hopefully) not a forever home, but it needs to be serviceable for a while.
