I was always taught that a good coat of pva will re-emulsify ie. wet up again when applying dabs on thereby breaking the bond.
Personally if its dusty ill just give a very light weak dusting over with pva just to stabilise the surface. Never had any comebacks yet.
Not sure personally if it's down to the pva but I would probably suggest it hasn't had the right amount of dabs on wall or not enough has been put on for it to adhere properly to the board
