We used to deal with a company that took gypsum only in their skip, to sell on, unfortunately they went bust
You best talk to the supplier gypsum /Lafarge , but of a nuisance
We used a product called Beeckotex on a fairly large job some time back, removed the Loose paint, and gave it a fine sanding, then applied the Beeckotex, left to dry then sanded it,worked a treat.
It's breathable and also reversable , which our conservation architect required.

We have come across this stuff too, not sure where it came from but very poor quality , the face kept coming away from the re-inforcement and was very weak, they couldn't get anyone to fix it, ended up paying us to supply and fix in traditional fibrous
We've tried them all and find ca 120
Best by far , in the grand scheme our material costs are small compared to

Running cement mouldings in-situ , while interesting and nice to do, is really a labour of love , we would normally have to price this about 3 times the G.R.C rate , and still only break even , but nice to do ,

A building like that needs to breathe
Even constant painting is sealing it,
Your idea to take off paint and repoint is the way forward IMO
